How to Check Import Duty Before Shipping
A practical workflow for estimating duty and taxes before goods move — using the official lookup tools for the US, EU, UK, Vietnam and India, and understanding which charges they do (and don't) include.
Quoting a customer CIF and forgetting the import-side taxes is how margins disappear. Duty is rarely the whole cost: VAT or GST, excise-type taxes, fees, and possible trade-remedy measures can each add a layer. The reliable habit is to estimate every layer before the order is confirmed, not after the goods arrive.
Step 1 — Get the classification right first
Every duty lookup starts with a code. The six-digit Harmonized System code is international; most countries extend it to eight or ten digits, and rates are set at those national digits. If you look up duty on an incomplete or wrong code, the number you get is fiction. If you are unsure of the code, resolve that first — our HS Finder walks through the same reasoning customs uses.
Step 2 — Use the official lookup for the destination
| Importing into | Official tool | What it gives you |
|---|---|---|
| United States | USITC HTS (hts.usitc.gov) | General/special duty rates by HTSUS code, chapter notes |
| European Union | Access2Markets My Trade Assistant | Third-country duty, preferences by origin, formalities |
| United Kingdom | GOV.UK Trade Tariff | Commodity code, duty, VAT per code |
| Vietnam | Vietnam Trade Portal / Customs lookup | Current MFN and FTA schedule rates per AHTN code |
| India | ICEGATE / CBIC tariff resources | BCD/IGST components via Compliance Information Portal |
Step 3 — Add the charges the tariff does not show
- VAT/GST — charged in nearly every market on top of duty (EU VAT, UK VAT, Vietnamese VAT, Indian IGST). The tariff lookup often excludes these; check the tax authority's rules.
- Special consumption / environmental taxes — product-specific (e.g., Vietnam's SCT and environmental protection tax apply to defined categories such as vehicles, fuel and plastics).
- Entry-level fees — the US charges merchandise processing fees on formal entries; the exact amounts are set annually, so check CBP's current fee table rather than memorising one.
- Trade remedies — anti-dumping or countervailing duties on specific products from specific origins, listed separately from normal tariffs (see TARIC measures in the EU, MOFT decisions in Vietnam).
Step 4 — Check whether an FTA changes the number
If your goods originate in a country with a trade agreement covering the route, the preferential rate may be lower — sometimes zero. But preferential rates never apply automatically: your product must meet the agreement's rules of origin and you must hold valid proof of origin at import. Budget the certification effort as part of the decision.
Common mistakes this workflow prevents
- Quoting without VAT/GST because 'the calculator said 0% duty'.
- Assuming an FTA rate applies without checking proof-of-origin feasibility.
- Missing an anti-dumping measure that only shows up in a separate measures search.
- Using last year's rate after an annual schedule update.
For Vietnam specifically, VGTC's VNACCS checker mirrors the full statutory stack — CIF basis, import duty, special consumption tax, environmental protection tax, VAT — and labels its output as an estimate to be confirmed against the official schedule. That honesty requirement applies to any tool you use, including ours.
