Policy Glossary

The terms behind the verdict — so the report reads as clearly as your customs broker would want it to.

BCD

Basic Customs Duty — the ad-valorem duty charged under the First Schedule of the Customs Tariff Act, 1975.

IGST

Integrated Goods & Services Tax — calculated on its statutory import-tax base. Social Welfare Surcharge is a separate customs levy, generally calculated with reference to BCD where payable.

DGFT policy limb

The Import Policy statement in ITC(HS) Schedule-1 — Free, Restricted, Prohibited, State Trading, Footnoted conditions, and the NSOP framework.

Free / conditional Free

'Free' generally means no DGFT import authorisation solely by policy status. Any attached condition must be read from the current tariff-line note; it cannot be inferred from an asterisk alone.

Restricted (Restd)

Import requires a DGFT import authorisation/licence; the footnote defines the exact condition.

Prohibited (Proh)

Import is prohibited under any ITC(HS), DGFT, or other applicable law.

STE

State Trading Enterprise — import is reserved to the designated public enterprise(s) listed in the policy.

MIP

Minimum Import Price — imports are free but priced below a notified MIP flag monitoring and valuation checks.

NFMIMS

Non-Ferrous Metal Import Monitoring System — free import, subject to online registration before customs clearance.

QCO

Quality Control Order issued under the BIS Act, 2016. Applicability depends on the exact notified product, Indian Standard, commencement date and exemptions; Scheme-I QCO and MeitY CRS are distinct routes.

CRS

Compulsory Registration Scheme — BIS registration for electronic products prior to import.

EPR

Extended Producer Responsibility — product/category and statutory-role analysis under Plastic Waste, E-Waste or Battery Waste Management Rules; importer status alone does not settle every obligation.

SCOMET

Special Chemicals, Organisms, Materials, Equipment and Technologies — DGFT export-sense list; dual-use diligence is required for re-export reasonableness, it is not an ECCN equivalent.

FTA / RoO

Free Trade Agreement / Rules of Origin — a preference is claimable only with qualifying origin and a certificate; schedule rates are verified separately.

ADD / CVD

Anti-Dumping Duty / Countervailing Duty — trade-remedy duties imposed after DGTR investigation; our register flags the regime and points to DGTR/CBIC for live rates.
